Charvis Campbell and Michael Bernstein established the Home Rule Music and Film Preservation Foundation during the COVID-19 pandemic. As the owners of Home Rule Records (HR Records), a used music vinyl/record shop on Kennedy Street in Washington, DC, they witnessed first-hand the devastation of the pandemic on the live music community and the direct and hard impact on local DC musicians. As a result, Charvis and Mike started the Foundation as a way of supporting local DC musicians by providing funding and a safe space for live music.
To promote, support and preserve DC music and film through performance, education, and advocacy.
